Executive Director

The day to day management including marketing is handled by G. L. Russell & Associates, Inc.  Gary Russell provides administrative service for the WCBIC.  Mr. Russell was the project manager hired by the Wilshire Chamber of Commerce to manage the Wilshire Center Streetscape Project over the past six years.  Mr. Russell formulated and designed the initial concept for the Project. He was instrumental in raising the six million dollars that were used to build the Project. In 1995 Mr. Russell helped form the WCBID and obtained City Council's approval for the District.  Since 1995, Russell has acted as the executive director for WCBIC. G. L. Russell & Associates Inc. is an architectural and project management firm.  Gary Russell has been an active community member within Wilshire Center for past the eighteen years.  He is currently the Chairman of the CRA Wilshire Center and Koreatown Urban Design Committee and President of the Wilshire Center Chamber of Commerce. 

Organizations Who Provide Services

California Security Inc. - This company is a local Wilshire Center firm that was established in 1986 by Garry Martin, a former police officer. This firm has been providing security patrols for Wilshire Center since June 1997.

California Landscape Maintenance Inc. - This company has been providing WCBIC with landscape maintenance services for the past three years. They are maintaining the over 1500 recently planted trees in the surrounding community.

Portals - Portals is a non-profit local organization which provides mental health care rehabilitation services for the mentally ill and homeless. Portals give it members (clients) job opportunities by providing the sidewalk maintenance along Wilshire Blvd., 6th & 7th Streets and adjacent streets for WCBIC.
