Planning Meetings

The first meetings of the WCKNC were held in late 2000. General discussion about the formation of the Council continued throughout 2001. The first serious planning of the WCKNC began in February 2002. A series of two initial planning meetings were held in advance of the General Meeting, which was held in April 2002.

General Meetings

1st General Meeting - April 2002. At this first general meeting of the WCKNC, a diverse group of stakeholders came together to meet each other and learn about the neighborhood council system. Attendees completed a sign-in sheet and contact information has been compiled into a database. Discussion of boundaries continued and the Outreach Committee and Steering Committees were formed.

2nd General Meeting - June 2002. At this meeting, the group will create an additional committee - Governance Committee. This group is to develop the WCKNC's bylaws. The committee will review the draft bylaws recommended by DONE; research and compare the organizational structures, officers, bylaws, and legal and tax statuses of other local neighborhood councils and make recommendations for fair representation on the WCKNC governing board of business and resident interests, respectively. Additional future tasks include completing the certification application and planning the election process for the governing board.

3rd General Meeting - July 2002. At this meeting, the committees will report on their activities for feedback and discussion, including preliminary maps and drafts of boundaries and ideas for the organizational structure. A handout is to be distributed to inform attendees with a summary of the WCKNC organizing activities to date. A representative from a certified Neighborhood Council will be asked to a make a presentation on their formation process.

4th General Meeting - August 2002. At this meeting, the group will create the Issues Committee. This group is to work to identify the WCKNC's common interests, mission, and goals; discuss possible projects and issue areas for the WCKNC post?certification; and meet with the Steering Committee to set up a structure for how neighborhood issues would be brought to the attention and processed by the WCKNC.

5th General Meeting - September 2002. Proposed bylaws are to be presented and discussed. The group will also begin a practice at each general meeting: 1-2 speakers from Wilshire Center organizations or businesses to give a short talk to introduce their groups.

The four committees will continue to meet at least monthly. The committees will report their activities back to the general meeting each month and through the WCKNC web site. They are as follows: Steering, Outreach, Governance, Issues.

By the time the group begins to collect signatures, there should be over 200 participating WCKNC stakeholders representing a broad array of categories from the communities identified in our geographic area. Over 300 signatures should be collected.

The WCKNC is to established some ongoing communication tools to keep members informed. However, in anticipation of an organizational budget, the WCKNC's outreach activities would be expanded beyond our current means. We would continue outreach in the following ways:

  • A monthly email newsletter with WCKNC news and features of community interest;
  • A constantly updated web site that would document all WCKNC activities, including meeting minutes, fliers, reports, message boards, useful links, and accounting info;
  • Continued media relations, including press releases and meeting announcements, utilizing broadcast fax;
  • Continued flier posting in even more languages and translation services at meetings;
  • Planning and promoting periodic social gatherings to build community;
  • A discussion email list for WCKNC stakeholders;
  • A comprehensive outreach plan specifically developed for WCKNC elections.
