Week 1
BIKE PATROL - STATUS REPORT
02/03/03-02/07/03
11:00 While at AM/PM Arco gas station Officers Littlejohn
and Webb properly inflated bike unit tires and assisted
with directions to a man looking to go to the # 5 freeway.
11:30 Officers Littlejohn and Webb secure bike units
and start foot patrol. While on patrol, a gentlemen
asked for direction to the Ecuadorian consulate. The
man asked to use Officer Littlejohn’s cell phone
to get the correct address of the consulate.
18:10 Officer Perez reported (2) two homeless men were
seen smoking cocaine. All bikes responded to call and
found both men and the pipe they were using. The drug,
which was left in the pipe, was destroyed and they were
advised never to return to the scene.
16:20 Lt. Ochoa and Officer Kong on patrol and observed
a male, Caucasian lying on the east side of 3700 Wilshire
behind a column. Lt. Ochoa advised the building security.
Upon further inspection the man was unconscious. Lt.
Ochoa and Lt. Perez called 911 for assistance.
12:26 Between Mariposa & Alexandria on 6th Street
a homeless man named Raymond was blocking the emergency
exit at 3535 6th Street. Raymond refused assistant and
referral to shelter.
13:32 Harvard & Wilshire Tru-Green Gardening Service
on site keeping Wilshire beautiful. The landscaping
company placed a pole next to a tree that was falling.
15:35 Officer Webb stopped a man on Vermont & Wilshire
who seemed out of place. The man was very upset due
to the loss of his job at Bryman College as a recruiter.
After speaking with him further he was reassured that
his situation would pass and he continued on his way.
16:20 AM/PM a male Latino in his 50’s was walking
during the red lights and appeared to be intoxicated.
The suspect walked into AM/PM and tried to purchase
beer. Officers advised the clerk not to sell him any
beer due to the obvious intoxication.
11:30 Officers Kong and Ochoa observed a twin size
mattress on the west side of 3855 St. Andrews Place.
Officers advised the city department to come and pick
it up.
13:30 Officers Soe and Ochoa on patrol and received
a call of a bomb threat at 3530. Officers assist employees
and visitors with exiting the building and assist police.
Officers later informed it was a false alarm.
Week 2
BIKE PATROL - STATUS REPORT
02/10/03-02/14/03
10:30 Officers Littlejohn, Ochoa, Soe, deploy to Lafayette
Park to give hot meals to the homeless. Among those
served three (3) women and five (5) men were very grateful
for the hot meal which one of the women stated she had
not eaten a hot meal for two (2) days.
12:00 Officers Littlejohn and Webb secure bikes and
start foot patrol at Normandie & Hobart. Observed
no situations on the boulevard.
13:30 3580 Wilshire Officers Bowles, Ochoa on site.
Two (2) African American Males were in a dispute over
a $600.00. One man (the victim) was an attorney and
his statement was that the second man (suspect) took
is checkbook and wanted the suspect arrested and expressed
his desire to have the man taken into custody. LAPD
arrive on scene and take the complaint of the attorney
and Officer Rodriguez arrests the suspect and takes
him into custody.
16:20 AM/PM location Officers Bowles and Ochoa were
asked by manager John to review a VHS tape of a shoplifter.
The male, African American suspect stole over $400.00
worth of merchandise. Items include disposable cameras,
alkaline batteries. Description includes, 6ft, blue
baseball cap, dark clothing and white shoes. Suspect
was last seen Sat. 8th of February. Officers advised
to notify LAPD and turn over tape for evidence.
17:00 Officers Soe, Littlejohn, Ochoa and Bowles on
scene at Metro Station were a suspicious backpack was
left. Bomb squad was called and they inspected the backpack
to find it was a false alarm. However we were complemented
on our response to keep Wilshire area safe and clear.
17:40 Officers received a call to respond to Shell
gas station at Wilshire and Vermont. They had a problem
with a homeless man panhandling and harassing customers
who would not give him any assistance. We informed the
man that panhandling was a citable offence and advised
his to leave location and not to return.
11:50 3442 Wilshire at Bank of America, an African
American male was attempting to cash a check, which
turned out to be a forgery. Manager Danny advised Officers
Ochoa to watch the man until LAPD could arrive to arrest
the man. Approximately 12:10 LAPD arrives and takes
the man into custody. Manager Danny thanked officers
for their assistance and spoke of how secure he felt
knowing we were there and keeping watch.
16:50 3600 Wilshire a fire alarm went off at Pacific
Central Alarm, Inc. Alarm was set off by accident by
Min Woo Han. Building engineers were informed to reset
alarm. Officer Perez on site until alarm was reset.
11:40 Western & Normandie a vendor selling designer
hats complained of another vendor selling the same product
but he believed the other vendor was selling without
a license. We asked the vendor if he had a license and
he did. The initial complaining vendor was advised that
he did have a license and he could complain to MTA.
Week 3

16:10 On 6th Street Officers Littlejohn and Lt. Perez
noticed (3) three men exiting an abandoned bank. One
of the three men Frederic Boswell CDL# B4296643 was
detained and questioned. Officers advised him not to
re-enter the building.
13:10 On Hobart & 6th a homeless man unidentified,
was observed by officers in the middle of the street
during heavy traffic. Officers Ochoa and Soe called
the man out of the street and advised him to not panhandle.
PATH was suggested but he was not interested.
12:30 Officers Ochoa and Soe on patrol. Officers observe
a male suspect lying on the rain carpet of 3600 Wilshire.
When officers asked the man to get up, he advised officers
he was trying to sleep and did not relies he was blocking
the doors of a building. He complied with officers and
left the area.
17:40 3545 Wilshire Officers Ochoa, Soe, Perez, and
Boles advise (2) two homeless Hispanic males and (2)
Hispanic females not to set up a tent on the buildings
property. Although they had started, they quickly complied
and stated they had no housing. Officer Boles advised
them of PATH and gave them a flyer for that location
with contact information.
13:10 3350 Lt. Ochoa and Officer Soe responded to and
emergency call. The LAFD was at location upon officers’
arrival. The call was due to the presence of gas fumes
or of pepper spray on the 3rd floor. (6) Six occupants
were affected by the order. At the fire departments
request officers stop eastbound traffic on Mariposa
and Catalina. Bike units were used to block using fire
line tape. Traffic was diverted to Alexandria. DOT traffic
enforcement arrived and assisted until fire department
cleared the area.
15:10 Lt. Ochoa and Officer Soe observed a African
American male, south of the library area of 3700. The
man had been seen loitering and leaving trash and human
waste on the property. The homeless man is named Lewis.
Officers advised the man not to loiter and directed
him to a shelter.
16:15 On Mariposa eastbound Officer Soe and Lt. Ochoa
responded to a vehicle accident. #1 a white Honda Civic
plate # 2UMF749 and #2 a gray Chevy Malibu plate # 3WHJ273.
the Malibu needed towing due to the extensive damage
to the front end of vehicle. Officers assisted those
involved with the exchange of proper insurance information.
08:00 Officer Boles, Ballew, Perez, and Littlejohn
start patrol of Farmers Market area. Officers notice
a vehicle (Kia Sophia plate # 4NVA635) illegally parked
in a driveway of 7th and Western Ave. Officers stand
by to inform the owner of the legality of his parking.
Week 4
BIKE PATROL - STATUS REPORT
02/24/03-02/28/03
10:35 Officers Perez and Bowles meet with business
owners and building security to discuss recent problems
and areas of improvement. Officers patrol New Hampshire
to Western at this time.
11:40 Officers meet with the Director of the Korea
Town branch library. On 7th Street. Mrs. Micky Lim had
requested the Bike Patrol to step up patrol in her area
and this has been done. Since then, Mrs. Lim expressed
gratitude for the increased patrol in that area.
12:40 Officers Perez and Bowles received a call to
respond to a liquor store Manager on 7th Street for
assistance with (2) two men who were drinking on the
premises. Officers arrive and inform the men of the
law that restricts persons from drinking in public.
The men refuse to empty cans and officers inform them
they could be cited. They then empty cans and leave
the location.
15:00 Officers report to 3600 Wilshire for meeting
with W.C.B.I.C. Board of Directors.
11:10 Officers Paredes, and Bowles observe activity
on streets and driveways. Officers arrive at Metro Station
and maintain high visibility on parking lots and assisted
pedestrians with directions and information on Wilshire
Center.
11:35 Officers Paredes speaks with a resident of 7th
and Hobart. Resident requested to patrol location on
the half hour due to recent auto break-ins and robberies.
These happenings are after our hours but we gave him
the numbers of local authorities.
12:10 Lt. Ochoa and Officer Soe assist a woman name
Donna Longley with a situation of her daughter Donna
Marie Walton not being home at her usual time. The young
girl was last seen leaving with some friends. Ms. Longley
was very worried and was not thinking rationally. Officers
suggest she call the school to verify that her daughter
was not still at school. Officers ask Ms. Longley for
a recent picture and begin to search nearby areas to
see if the girl would be spotted. Ms. Longley gave officers
her home phone number in case officers spot her.
16:50 Officer Soe reports to the city illegal dumping
of furniture on city streets for removal.
17:30 Officers on patrol near Kingsley church and were
stopped by a maintenance worker names Juan who stated
a problem they were having with a Caucasian male who
was harassing parishioners. When officers tried to approach
him he jumped on a bus that was passing by. Officers
got a very good look at him for future identification.
11:45 Lt. Ochoa and Officer Paredes responded to a
call at 627 Normandie The Chateau La Martine Apartments
to assist Officers Soe and Lt. Perez. Upon arrival officers
speak with Ms. Denise Cooks who was threatening to do
harm to a U.S. postal worker named Mr. Brooks M. Besset
and the Manager of the apartments, Ms. Veronica Sanchez.
Ms. Cooks seemed to be trying to get her mothers mail,
which she had recently moved out of the location. Officers
held Ms. Cooks until police arrived to arrest suspect.
Victims Ms. Sanchez 213-385-1531.
13:10 Lt. Ochoa and Officer Peredes on routine patrol
on Wishire and Western Ave. when they were stopped by
Mr. Michael Gwynn, a vendor on a complaint of religious
and ethnic hatred.
It appears that Mrs. Gwynn had been having a problem
with a Caucasian male, blonde hair approximately 6ft.,
with blue eyes and approx. 35-40 yrs. old. Mr Gwynn
also informed officers that this was not the first time
he was at their shop harassing his wife. Offices advised
them to contact LAPD and gave them the number to our
headquarters if there was any problem we could be dispatched
to.
14:15 Officers Peredes and Lt. Ochoa on patrol near
3959 Wilshire. Officer Hempton needed assistance with
a homeless woman who appeared to have psychological
problems. She left the area heading northbound on Gramercy.
